<p>The Mutual Defense Treaty Between the Republic of the Philippines and the United States of America was signed on August 30, 1951 in Washington, D.C. between representatives of the Philippines and the United States. The overall accord contained eight articles and dictated that both nations would support each other if either the Philippines or the United States were to be attacked by an external party.</p>

<p>TextThe Parties to this Treaty,</p>
<p>Reaffirming their faith in the purposes and principles of the Charter of the United Nations and their desire to live in peace with all peoples and all Governments, and desiring to strengthen the fabric of peace in the Pacific Area,</p>
<p>Recalling with mutual pride the historic relationship which brought their two peoples together in a common bond of sympathy and mutual ideals to fight side-by-side against imperialist aggression during the last war,</p>
<p>Desiring to declare publicly and formally their sense of unity and their common determination to defend themselves against external armed attack, so that no potential aggressor could be under the illusion that either of them stands alone in the Pacific Area,</p>
<p>Desiring further to strengthen their present efforts for collective defense for the preservation of peace and security pending the development of a more comprehensive system of regional security in the Pacific Area,</p>
<p>Agreeing that nothing in this present instrument shall be considered or interpreted as in any way or sense altering or diminishing any existing agreements or understandings between the United States of America and the Republic of the Philippines,</p>
<p>Have agreed as follows:</p>
<p>Article IThe Parties undertake, as set forth in the Charter of the United Nations, to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purpose of the United Nations.</p>
<p>Article IIIn order more effectively to achieve the objective of this Treaty, the Parties separately and jointly by self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack,</p>
<p>Article IIIThe Parties, through their Foreign Ministers or their deputies, will consult together from time to time regarding the implementation of this Treaty and whenever in the opinion of either of them the territorial integrity, political independence or security of either of the Parties is threatened by external armed attack in the Pacific.</p>
<p>Article IVEach Party recognizes that an armed attack in the Pacific Area on either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common dangers in accordance with its constitutional processes. Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Security Council of the United Nations. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security.</p>
<p>Article VFor the purpose of Article IV, an armed attack on either of the Parties is deemed to include an armed attack on the metropolitan territory of either of the Parties, or on the island territories under its jurisdiction in the Pacific or on its armed forces, public vessels or aircraft in the Pacific.</p>
<p>Article VIThis Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of the Parties under the Charter of the United Nations or the responsibility of the United Nations for the maintenance of international peace and security.</p>
<p>Article VIIThis Treaty shall be ratified by the United States of America and the Republic of the Philippines in accordance with their respective constitutional processes and will come into force when instruments of ratification thereof have been exchanged by them at Manila.</p>
<p>Article VIIIThis Treaty shall remain in force indefinitely. Either Party may terminate it one year after notice has been given to the other Party.</p>
<p>SignatoriesIN WITNESS WHEREOF the undersigned Plenipotentiaries have signed this Treaty.</p>
<p>DONE in duplicate at Washington this thirtieth day of August 1951.</p>

			<content:encoded><![CDATA[<p>With the expiration of textiles quota for import from China, import of textiles products have increased greatly.</p>
<p>Non-knitted garment import from China has gone up by 33.1% compared with the same time in the past year while knitted garment import enjoys an increase of 10.34%.</p>
<p>It is recoginized by the public media that the quota system for textiles products from China is a total failure as it has not increased competitiveness of Southe Africa textile products. On the contrary, textile products from other Asian countries stormed into South Africa. Such protection does not necessarily help to make South Africa more competitive.</p>

The idea of vertical production is theretically perfect, but completely wrong in reality. For instance, for dyeing of different fabrics such as cotton, synthetic, modal etc, special process and machines are needed. If you want to be vertical, you have to spend teens of millions of USD. If you have done so, you have to charge high prices to get back the investment.

In China, we do not do so. Deying house A might be specified in modal, Dyeing house B might specified in cotton. With small investment, they provide good quality at reasonable low cost. And, we know who does what.

		<description><![CDATA[　据外媒近日报道，越南上半年纺织品出口额达61.6亿美元，同比增长30%。如果这一趋势持续下去，越南服装和纺织部门很可能会在2011年完成130亿美元的出口目标。而中国今年的纺织品出口却呈现下降趋势。 　　专家表示，面对国际压力，中国纺织应占领高端市场，积极调整结构，实现产品技术创新，同时做好品牌推广。 　　东南亚国家在纺织服装出口市场上，鏖战正酣，已进入白刃化。 　　美国官方数据显示，今年1~4月，越南、印尼和孟加拉国已经将印度挤出前五大出口国家的阵营。 　　印度联邦工商会(FICCI)去年的一项研究显示，东南亚国家和孟加拉国与中国一道，自2004年以来，在美国市场的增长速度超过印度。 　　FICCI的研究还表明，上述国家与印度和中国相比仍然在创造健康成长的记录。越南和孟加拉国前几个月的纺织服装出口数据“很拉风”。 　　东南亚纺服出口风头正旺 　　据越南《经济时报》6月28日报道，越南今年上半年纺织品出口额达61.6亿美元，同比增长30%。如果这一趋势持续下去，越南服装和纺织部门很可能会在2011年完成130亿美元的出口目标。 　　越南服装出口的积极趋势可以归因于出口市场普遍稳定，他们基本没有受到宏观经济变化的影响。除了欧盟和日本之外，美国是越南最有前途的商品出口市场。2010年，越南对美国出口服装达到60亿美元，较2009年增长22%。《金融时报》日前刊登的全球市场调查报告显示，从今年年初到目前为止，美国从孟加拉进口服装增长39%，从柬埔寨、萨尔瓦多和洪都拉斯进口服装分别增长31%、23%和19%。孟加拉国成为对美服装出口增长最快的国家，柬埔寨、萨尔瓦多和洪都拉斯分列2、3、4位。 　　据了解，2010年，来自这些国家的服装成为美国市场上最便宜的服装供应源。 　　目前，孟加拉国服装58%出口至欧洲，34%出口至美国。 　　据海关总署公布的5月份数据显示，依然稳坐美国市场最大供应国的中国，纺织品服装出口增速持续下滑。5月，中国出口纺织品服装约203.38亿美元，同比增幅23.77%，增幅较4月下滑12.86个百分点，环比增幅2.33%，增幅较4月下滑17.62个百分点。 　　东南亚“更便宜” 　　中国纺织品进出口商会服装部主任胡女士表示，在金融危机背景下，中国对主要国家的纺织品出口仍在增长，但今年却呈现出下降趋势，东南亚国家出口却在增长。“以前在美国服装市场，10件衣服里有6件是中国制造，现在则只有两三件。”胡女士说，根据今年1~4月的统计数据，主要市场从中国进口纺织品数量首次下降，大约下降了三到五个百分点，主要是由国内成本因素推高所致。 　　胡女士分析，中国纺织品服装在国外市场占有额度高，靠的主要是价格优势。今年中国纺织品平均单价高于美国从全球进口的单价，同时美国的消费者比较成熟，倾向于选择价格低廉质量又好的服装，这样订单必然转移。“其他东南亚国家原材料也高，但是劳动成本不如中国高，比如越南，劳动成本大约只达中国的一半，达到5：3的比例，所以订单会流向低价位国家和地区。虽然工艺上相对复杂的中国服装还有一定技术优势，但订单还是从中国转移了一部分。”胡女士表示，如果其他国家的产业链一旦完善，订单则很难再回到中国。 　　胡女士进一步分析说，越南纺织品的出口优势在于产业链有所完善，用工成本比较低，产品质量提高，所以订单较多。]]></description>

Both parties reviewed and discussed possibilities of production for Bed, Bath &#038; Beyond Inc via Beta Textiles Co., Limited&#8217;s sewing mills in China.</p>
<p>John Zhang, the Managing Director of Beta Textiles Co., Limited, introduced to Bed, Bath &#038; Beyond Inc about its products and facilities. Beta Textiles Co., Limited owns one sewing mill (Yamato flatlock ISO 607 stitching), one fabric mills Novus Textiles Manufacturing Co., Limited and works in exclusive basis with five other sewing mills in and around Zhangjiagang, Jiangsu, China.</p>
<p>The main products of Beta Textiles Co., Limited are merino wool thermal wear, performance apparel and other underwears. Its strong and special products covers garments in dri-release, Coolmax, Dyeable polypro, merino wool, viloft and a great variety of performance fabrics.</p>
